Rules And Regulations
Changes to parking laws effective 1 December 2008
From 1 December 2008 all ‘No Standing’ zones will
become ‘No Stopping’ zones
NSW parking laws are changing from 1 December 2008. To bring our
system into line with the Australian Road Rules, all ‘No
Standing’ zones are being removed. ‘No Standing’
zones will become ‘No Stopping’ zones.
This means that even in instances where the sign has not yet
been changed, the rules for ‘No Stopping’ apply and
a $189 fine will be incurred for any violation. If, however, you
stop in a 'No Stopping' zone that is in an operating school zone
the fine is $243 and 2 demerit points.
‘No Parking’ and ‘Loading Zone’ rules
remain unchanged.
'No Stopping' = You may not stop your vehicle for any reason.
'No Parking' = You may not stop for longer than 2 minutes and
only to drop off or pick up passengers or goods (i.e. you must
remain within 3 metres of your vehicle).
The Mobility Parking Scheme
(MPS) provides parking concessions to people with mobility disabilities.
Changes made to the scheme in September 2003 help to protect
the interests of legitimate users and prevent the fraudulent use
of MPS cards.
All applications for new or renewal MPS cards must be signed
by a medical doctor. Doctors are aware that the fraudulent use
of MPS cards disadvantage the people the scheme is designed to
help, and will not sign the medical certificate unless you genuinely
meet the requirements.
Note: When applying for an Individual MPS card, the medical certificate
will only be valid for up to six months from the date the medical
practitioner signed the form. The medical certificate for a Temporary
MPS card will only be valid for a three-month period starting
from the date the medical practitioner signs the medical certificate.
Changes to the scheme on 18 May 2009 require MPS applicants who
hold a NSW driver licence to have their medical fitness to drive
assessed if the RTA has not been notified of any medical condition
of their licence.
The RTA issues a licence-style card that includes the cardholder’s
photograph, and other security features such as a hologram and
a 'ghost' photo image. Proof of identity is required to ensure
only eligible people receive a card.
NSW Road Rules - incorporating the Australian
Road Rules
From 1 July 2008 there were changes to the road rules in NSW.
These were nationally agreed changes to the Australian Road Rules
which were managed by the National Transport Commission. NSW has
now incorporated the Australian Road Rules and our local rules
into a single set of NSW road rules.
There were some minor amendments to existing rules and there
are also new rules which attracted fines and/or demerit points.
It is important to note that these changes affected all road users.
